The San Mateo County Transit District serves nearly 100,000 customers each weekday on its SamTrans buses, Redi-Wheel paratransit vehicles, Caltrain commuter rail cars and shuttles, as well as a robust capital program. The Transit District, which is in the heart of the San Francisco Bay Area, also is the managing agency for the San Mateo County Transportation Authority. The Agency is currently seeking a Manager, Rail Operations to oversee and evaluate the performance of the Caltrain commuter rail service.

In this key role, the selected candidate will be responsible for analyzing operational and customer service trends, and developing and overseeing the implementation of service and crewing changes to the Caltrain system. The Manager, Rail Operations will develop and oversee the implementation of optimal operating and service plans for special events, as well as provide immediate interface with the contract operator to handle service interruptions, emergencies, or other significant operational issues. In addition, you will develop and manage special operational projects; develop and implement plans to integrate additional rolling stock as needed (including negotiating terms and conditions with rolling stock owners); represent Rail Transportation, the District and the Joint Powers Board internally and externally, which will also involve making presentations to governing boards, the public, and other entities; and develop monthly operations reports (including annual passenger counts, National Transit Database reports, board reports, etc.) and assure compliance with all reporting requirements. Additional duties include monitoring and evaluating train service delivery, operations plans, and public timetables; responding to information requests related to this data in a courteous, timely and accurate fashion; representing the Deputy Director, Rail Transportation in his/her absence and providing periodic weekend/holiday/emergency liaison with the contract operator and District department heads regarding train service incidents; and other duties as assigned.


Requirements:

Qualified candidates should have sufficient education, training and experience to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through, but not limited to: a Bachelors degree in Business Administration, Transportation Planning, Operations Analysis, or a closely related field plus sufficient full-time experience in a transit operations position (rail transportation preferred), or a combination of education and experience demonstrating the ability to successfully perform the essential functions of this position. Experience with commuter or freight rail operations and knowledge of FRA regulations is a plus. Excellent computer, analytical, presentation, and communication skills are required. Must possess a valid California drivers license with a safe driving record, as well as be able to respond to service and operational emergencies on a 24/7 basis.
